[1] AES, IHi. Lincoln's endorsement is written on a letter of U.S. Representative Kellian V. Whaley of West Virginia, to Stanton, April 5, 1864, recommending appointment of J. Mabbett Brown as quartermaster or commissary of subsistence with rank of captain. No record of Brown's appointment has been discovered.
