and South America, I transmit a report from the Secretary of State, to whom the subject was referred.

[1] DS, DNA RG 46, Senate 38A F3. Seward reported on March 24, 1864, that ``surmises and jealousies are constantly arising on the subject to which the resolution refers. . . . But there is no correspondence or. . . information which furnishes any reliable facts showing the existence of `plans' for the accomplishment of the object mentioned.''
