[1] AES, IHi Lincoln's endorsement is written on a copy of H.R. 756, ``A Bill for the benefit of John Dickson, of Illinois. . . . That the sum of twenty-three thousand dollars be paid to John Dickson. . . to compensate him for the damages he sustained by reason of the failure of J. W. Belger, quartermaster of United States volunteers, to receive one hundred thousand bushels of corn tendered. . . under a contract therefor. . . .'' The bill passed and was approved by the president on March 11, 1864.
