An act approved March 22, 1864, appropriated ``a sufficient amount to purchase a bill of exchange . . . for the sum of one hundred and forty thousand seven hundred and thirty-five and fifteen one-hundredths francs, with interest . . .'' as indemnity to the owners of the La Manche, seized on August 23, 1862, and released by the Prize Court.
