[1]   AES, Perke Bernet Feb 17, 1970. Lincoln's endorsement is written on a letter of December 29, 1863, signed by William A. Buckingham and endorsed by Lafayette S. Foster, January 7, 1864, recommending Major Hiram B. Crosby of the Twenty-first Connecticut Volunteers for appointment as assistant adjutant general of an army corps. Stanton endorsed as follows: ``By the regulations of the Service the Staff officers of Corps Commanders are nominated by the Commander & if there be no objection to the individual it is approved by the Dept.''
