[1] AES, DLC-Stanton Papers. Lincoln's endorsement is written on a letter from John L. Scripps, December 30, 1863, quoting an extract from a letter of Brigadier General Joseph D. Webster at Memphis, Tennessee, saying that ``corruption is openly and constantly charged upon officers in that Department. The President should order a Court of Inquiry.''
