[1] AES JHi. Lincoln's endorsement appears on a letter of Major George Fuller, Sixth Maine Volunteers, November 22, 1863, to Brigadier General Seth Williams, Assistant Adjutant General, Army of the Potomac, requesting that First Sergeant William H. Coan be mustered into service as second lieutenant of Company H. for gallant and meritorious service and because of the shortage of lieutenants. The accompanying letters of Representative John H. Rice and Vice-president Hamlin are no longer with Fuller's letter. Succeeding endorsements by Thomas M. Vincent and others indicate that the request was not granted: ``The provisions of General Orders No. 182, C.S. cannot be departed from.''
