The original document has not been located, but a transcript provided by an autograph dealer describes the item as an ADS, accompanied by a manuscript petition of the city of New Bedford, Massachusetts, signed by Mayor George Howland, ``enumerating certain military conditions, solemn promises made to them, that had been broken. . . .''
