Theodore McMurtrie, Provost Marshal General's Office, September 22, 1864, which contains also a copy of Lincoln's endorsement to Edwin M. Stanton of September 20, infra. Lieutenant Colonel Henry S. Huidekoper, One Hundred Fiftieth Pennsylvania Volunteers, and Judge S. Newton Pettis had persuaded Lincoln of the advisability of enlisting Confederate prisoners. According to James B. Fry's account (see Nicolay and Hay, Abraham Lincoln: A History, V, 145 ff.), Stanton refused to execute Lincoln's order. When Lincoln wrote the endorsement of September 20 (infra), Stanton again refused. Whereupon Lincoln went to the War Department, explained his reasons for insisting that the order be executed, and made it peremptory. Lincoln's letter to Grant, September 22, infra, absolves Stanton of all blame in the episode and explains why the order was made.
