A curious coincidence occured in the relieving of Gen Negley [Naglee]---towit, that the Secretarys order relieving him, and
Gen. Foster's request to have him relieved were simultaneous, & independent of each other. I do not know what Foster's reason was; but I understand Stantons to be that Negley was disinclined to raise colored troops, and he, S, wanted some one there who would take to it more heartily. A. LINCOLN

[1] ADS, IHi. Lincoln obviously confused the name of General Henry M. Naglee with that of General James S. Negley who was with Rosecrans at Chattanooga. AGO Special Orders No. 422, September 21, 1863, relieved General Henry M. Naglee from duty under General John G. Foster in the Department of Virginia and North Carolina, and ordered him to report to General Meade as soon as relieved by General James Barnes (OR, I, XXIX, II, 219).
