This second telegram to Burnside was probably sent because Lincoln's attention was called to Burnside's telegram to Halleck on September 17, received on the 19th, which stated ``I go to Greeneville to-night. Dispositions for attacking the enemy at Jonesborough made.'' (OR, I, XXX, III, 718).
