Washington, Sept. 17, 1863

A lady called as the wife of John S. Struthers, a Captain in the 13th Peny. Vol. Cavalry, and urges that he may be allowed to resign. She has not a resignation with her. If she had, I would be for accepting it, on the general principle, that we are rapidly getting an over proportion of officers. Yours truly,
