[1]   ALS, RPB. See Lincoln to Segar, September 5, supra. On September 8, Schenck telegraphed Lincoln:

``I beg you to see & hear Major Hayner of my staff, who is the bearer of this note. He is the Officer who was sent to the Eastern Shore of Virginia to superintend the assessment & collection of the tax for destruction of the light house,

& to administer the oath of allegiance to certain persons there. He has just returned from this duty, because of your orders suspending further action.

``I am perfectly satisfied that the policy I was pursuing, under direction, & with approval, of the Secretary of War, was the true policy, for the Union cause in that portion of my Department. I am just as sure that the representations which have been made to you to induce you to change that policy are in many respects incorrect, & founded on motives lower than an unselfish & thorough devotion to the government.
