[1] NH, IX, 92. Lincoln's endorsement is on a note from Stanton of this date: ``Please give me the reference to the act of Congress in relation to the election of members of the House, which you have mentioned to me on one or two occasions. I cannot find the act.'' (Ibid., pp. 91-92).
The act referred to was presumably ``An Act to regulate the Duties of the Clerk of the House of Representatives in preparing for the Organization of the House,'' approved March 3, 1863 (U.S. Statutes at Large, XII, 804).
