[1]   AES, RPB. See Lincoln to Stanton and Halleck, July 27, supra. Lincoln's endorsement is written on the following draft of an order, not in Lincoln's handwriting:

``That full power & authority is hereby given to Major General Rousseau, with the consent and approbation of Major General Rosecrans, to mount his own

Division, and such other Regiments or Brigades in the army of the Dept of the Cumberland as may be deemed expedient, on mules or horses, armed with Sharp's or Spencer's rifle, and that the Ordnance Bureau & the Quarter Masters Dept. are authorized and required, respectively, to supply, on the requisition of Major Genl. Rousseau, approved by Major Genl Rosecrans, the necessary number of mules or horses, and arms, for that purpose.''
