[1]   Hertz, II, 904. The appointment of Charles J. Hoyt of New York as an additional paymaster was rejected by the Senate on February 27, 1863. Reappointed as of September 29, he again failed of Senate confirmation and resigned April 28, 1864. A letter from Thomas P. May, Louisiana Republican and editor of the New Orleans Times, May 2, 1863, introduced Major Charles J. Hoyt with the following comment: ``I merely wish to state that a loyal Planter of Louisiana heartily endorses him in opposition to malignant secession influences which I believe have been brought to bear against him in order to secure his removal as Paymaster in this Department. . . .''
