[1] ALS, RPB. On August 1, Governor Seymour telegraphed Provost Marshal General James B. Fry, ``Mr. Waterbury told me on his return from Washington that the Draft would not be made in New York and Brooklyn without some
notice being given to me. I see it is stated in some of the Journals that it will [be] made at once. I trust this is not so. I have in preparation a letter to the President which will reach him next week probably on Tuesday next'' (DLC-RTL).
On August 3 Seymour replied to Lincoln's telegram, ``My letter will reach you on Wednesday. I wish all drafts delayed, particularly in New York & Brooklyn.'' (Ibid.). See further Lincoln to Seymour, August 7, infra.
