[1] AES, InLTHi. See Lincoln to Newton, August 5, infra. The appropriations act of February 25, 1863, set aside $90,000 to establish and equip a laboratory and to pay the salary of the chemist for the Department of Agriculture, but did not stipulate the salary. The appropriations act of June 25, 1864 allowed $2,000 per annum for the salary of the chief chemist.
