I desire that the bill for the late instalments of the new powder be paid by the Sec. of War & Sec. of Navy on the same principle and at the same rate as former ones have been paid.

[1]   Copy, DNA WR NB RG 74, Bureau of Ordnance, Diller's Powder, Letters Received, 1862-1863. The copy of Lincoln's endorsement is on the back of a copy of a bill rendered July 20, 1863, by Isaac R. Diller for ``1000 pounds of Experimental Powder made by direction of the President @ $2.---per pound.---$2000.00,'' and approved July 21 by James M. Ripley as chief of ordnance, ``for one thousand dollars to be paid at the Frankfort Arsenal, and of the appropriation for the `Purchase of Gun Powder and Lead.' '' The inference is that the Army and Navy shared equally in the payments.
