Annotation

[1]   AES, NHi. Lincoln's endorsement is written on a telegram from Waldo Hutchins, Prosper M. Wetmore, and James Wadsworth of New York, June 30, asking that General William B. Franklin be detailed for duty because ``our citizens generally have great confidence in the military capacity of Genl Franklin.'' Franklin had been awaiting orders since January 24, 1863, but was assigned to the Department of the Gulf as of June 27.
