Major Gen. Burnside Executive Mansion,
Cincinnati, O. Washington, June 28 1863. [9 A.M.]

There is nothing going on in Kentucky on the subject of which you telegraph, except an enrolment. Before anything is done beyond this, I will take care to understand the case better than I now do. A. LINCOLN

Annotation

[1]   ALS, RPB. See the same telegram to Boyle, supra. The time of despatch is not in LINCOLN's autograph. Burnside telegraphed LINCOLN on June 26, ``I am satisfied from my knowledge of Ky that it would be very unwise to enrol the free negroes of that State. It would not add materially to our strength and I assure you it would cause much trouble I sincerely hope this embarassment to the interests of the public service will not be placed in our way Please answer at once.''

For Burnside's reply, see LINCOLN to Stanton, June 28, infra.
