Woodruff, late colonel of the Second Kentucky Infantry, May 9, 1863, reminding the president of the ``facts in my case'' (see Lincoln to Stanton, June 5, 1862, supra), and proposing that he be appointed brigadier general to raise ``an entirely new Command of Mounted Infantry, to operate on the flanks and in rear of the Enemy.''
