My dear Sir. Washington City, May 16. 1863
The commander of the Department at St. Louis, has ordered several persons South of our military lines, which order is not disapproved by me. Yet, at the special request of Hon. James Guthrie, I have consented to one of the number, Samuel Churchill, remaining at Louisville, Ky, upon condition of his taking the oath of allegiance, and Mr. Guthrie's word of honor for his good behavior.
