Smith, Indianapolis, March 23, 1863, introduced ``James Blake Esq one of the oldest and most worthy citizens of this City,'' who ``has sacrificed a very large estate to meet liabilities incurred in an effort to promote an important public enterprize.'' (DLC-RTL). No record has been found of his appointment or of the other promotions mentioned.
