Lincoln's endorsement is written on a letter from Senator James Harlan, March 9, 1863, recommending appointment of Mahlon Wilkinson of Dakota Territory ``as Indian Agent on the Missouri river above Ft. Randal.'' Wilkinson's appointment was made during the recess of the Senate and confirmed on March 2, 1864.
