My Dear Sir: After much reflection, and with a good deal of pain that it is adverse to your wish, I have concluded that it is not best to renominate Mr. Howard, for collector of internal revenue, at Hartford, Connecticut. Senator Dixon, residing at Hartford, and Mr. Loomis, representative of the district, join in recommending Edward Goodman for the place, and, so far, no one has presented a different name.
