Lincoln's endorsement is written on a duplicate copy of a resolution adopted in the Senate on July 12, 1862: ``Resolved, That the President be requested to have prepared a full Report of the Foreign and Domestic Trade and commerce of the States of California and Oregon and Washington Territory, to be submitted at the next Session of Congress for the use of the Senate.'' No record has been found of any communication from Lincoln to the Senate in answer to this request.
