Lincoln's endorsement is written on a letter from Bland Ballard, February 21, 1863, accompanying a petition from William Welch of Jefferson County, Kentucky, for pardon of his son William G. Welch, who had joined the Confederate army and who had an indictment for treason pending against him, but wished to take the oath of allegiance and return home.
