[1] AES, MHi. Lincoln's endorsement is written on the bottom of the printed bill H.R. 658 ``An Act to promote the efficiency of the commissary department.'' The date of the bill (``In the Senate . . . February 5, 1863. Read the first and second times.'') suggests the date of Lincoln's endorsement.
