Executive Mansion
Hon. Jacob Collamer. Washington, D.C., Oct. 30, 1863.
My Dear Sir:---There is danger that the above Act of Congress, intended to exclude improper members, will be used to exclude proper ones. May I ask that you, Senator Foot and your Governor

will study the Act, and have certificates made out in two or three different forms and bring them on with you to be used if needed? On the other half of the sheet is a form which I have thought might do for one. Let it be done quietly, as publicity might increase the danger. The members themselves need not to know of it. Yours truly, A. LINCOLN.
Annotation
[1] Week by Week in Springfield, Illinois July 9, 1932, p. 8. Although the source does not reproduce the text of the act, presumably this letter, like that to Chandler, supra, and the ones to Grimes and Hamlin dated October 29, was written on a similar printed form. No reply from Collamer has been found.
