Schenck, October 17, 1863, submitting a plan for making condemned government horses useful. General George Stoneman, chief of cavalry, endorsed on October 31 that ``It is hoped . . . that the establishment of the Cavly Bureau will . . . obviate the necessity of entering into any such extensive arrangements. . . .''
