Sir: Washington, Oct. 22, 1863.
I am told that one John C. Lemmon, had been commissioned Colonel of the 10th. New-York Cavalry by Gov. Seymour; that he was refused at the War Department, to be mustered in, perhaps because the regiment was not full enough, that I have ordered him to be mustered in when the regiment shall be full. I am also told that at the time I made the order, Gov. Seymour had recanted, and sent a request that he should not be mustered. Please inform me whether papers on file show these facts, and, in fact, what the papers do show in the case. Yours truly A. LINCOLN
