[1]   AES, DLC-RTL. Lincoln's endorsement is written on a letter from judges of the U.S. Court of Claims, James Hughes, Joseph Casey, and Ebenezer Peck, October 16, 1863, enclosing a newspaper clipping of a letter from assistant solicitor of the Court of Claims, John D. McPherson, to Jefferson Davis, in which McPherson suggested plans for the South to obtain guarantees from the North. The letter was purported to have been found in captured correspondence. The judges expressed their willingness for McPherson to be replaced in view of his disloyalty.
