Mr Chandler has made application for permission for Mr William Talbot & Mrs Dr Wright to proceed to Washington for the purpose of having an interview with you in behalf of her husband who is sentenced to be executed. My rules are not to allow any one to leave the Dept who are not willing to take the oath of allegiance but as you have postponed the execution one week I feel it my duty to forward the application to you for your decision.''
