Some time ago I felt constrained to have Captain William H. Bailhasch relieved from duty at Springfield, Illinois. This was not because of a loss of confidence in him, but because of a different matter not now necessary to be explained. I now understand that Capt. Potter would like to have Capt. B. assigned to him, and that this would be agreeable also to Capt. B. Supposing this to be true, I shall be very glad of the arrangement. Yours truly
