My impulse would be to say ``Let Charles O. Roby, take the oath and be discharged['']; yet I do not so say, not knowing what valid objection there may be, known at the War Department. Mr. Foster who presents this, was a M.C from New-York several years ago, and afterwards a resident of Virginia, as he states. He is vouched to me as a respectable & worthy gentleman. I submit the case to the Sec. of War. A. LINCOLN

Lawrence Foster, September 23, 1863, enclosing an affidavit of Charles Roby, Fairfax County, Virginia, which sets forth the circumstances under which his son Charles O. Roby, captured at Gettysburg, was forced into the Confederate Army, and asks for his release. Roby was released by order of Secretary Stanton on taking the oath.
