My impulse would be to say ``Let Charles O. Roby, take the oath and be discharged['']; yet I do not so say, not knowing what valid objection there may be, known at the War Department. Mr. Foster who presents this, was a M.C from New-York several years ago, and afterwards a resident of Virginia, as he states. He is vouched to me as a respectable & worthy gentleman.
