I think these papers are sufficient to take the case of Lieut. Thomson out of the general run. The strong recommendation of Gens. Meade, Pleasonton & others, together with the almost unanimous wish of the officers of the 5th Cavalry, to have him appointed, I think fully justify his appointment. Sec. of War, please see him.
