Meade's noon telegram to Halleck had reported that ``Every indication would lead to the conclusion that the enemy's cavalry attacking me are supported by a large force of infantry, and there are some reasons to believe there is a movement into the Shenandoah Valley. . . . I am quite positive no troops have left Lee's army for the West. . . .'' (OR, I, XXIX, II, 278).
He replied to Lincoln at 8:30 A.M., October 11: ``I am falling back to the Rappahannock. The enemy are either, moving to my right and rear or moving down on my flank. I cannot tell which as their movements are not developed. I am prepared for either contingency.'' (DLC-RTL).
