[1] ALS, RPB. The telegram received at Annapolis is in the Maryland Hall of Records at Annapolis. Governor Bradford replied the same day, ``I will wait on your Excellency Saturday at 12.'' The occasion of the conference was a long letter from Bradford dated September 28, complaining of the enlistment of Negroes in Maryland, which was brought to the president by Reverdy Johnson and former governor Thomas H. Hicks. The principal grievance was that slaves of loyal Marylanders were being enlisted along with other Negroes. Bradford's letter bears Lincoln's endorsement ``Submitted to the Secretary of War.
