The copy of Lincoln's endorsement preserved as a notation on the register indicates that the endorsement was written on a letter from Governor Yates requesting that Colonel John McConnell, Fifth Illinois Cavalry, be mustered from the day he reported. The letter and endorsement have not been found. McConnell wrote Lincoln on October 2:
``I presented Gov. Yates letter with your endorsement to Mr. Stanton, requesting an Order for me to be mustered as Colonel of the 5th Regiment of Illinois Cavalry.
``Mr. Stanton thinks he cannot grant the Order but sent the letter to Maj. T. M. Vincent for information. Maj. Vincent informed me yesterday that he thinks I cannot be mustered.'' (DLC-RTL).
