Temple, president of the Military Board at Frankfort, Kentucky, August 12, 1862, protesting ``indiscriminate arrests'' of ``quiet law abiding men holding state rights dogmas'' who ``are required to take an oath repulsive to them or go to prison.'' Stanton telegraphed Temple on August 13 that ``direction has this day been given to General Boyle to confine arrests to cases where good cause exists.'' (OR, II, IV, 380-81).
