[1] AES, DNA FS RG 59, Appointments, Box 322. Lincoln's endorsement is written on a letter from Edward Stanly, September 30, 1862, recommending John B. Kerr of Maryland for appointment to Chile or ``some other Spanish American Government.'' Kerr had served as Charge d'affaires to Nicaragua 1850-1854. No record of his appointment to foreign service by Lincoln has been found, but on January 15, 1864, Lincoln nominated him deputy solicitor of the Court of Claims, and the Senate confirmed the nomination on February 2.
