Abraham Lincoln,

President of the United States of America,

To His Imperial Majesty Alexander II,

Emperor and Autocrat of all the Russias,

&c. &c. &c.

Great and Good Friend: I have received the letter which Your Majesty address [ed] to me on the 6th. of July last, informing me that on the 1st. of that month, Her Imperial Highness the Grand Duchess Alexandra Joseephowna, spouse of Your Majesty's well-beloved Brother, His Imperial Highness, the Grand Duke Constantin Nicolaewitsch, was happily delivered of a son, who has received the name of Viatcheslaw.

Your Majesty does but justice to my sentiments in the conviction you have been pleased to express that I will take in an event so satisfactory to your Imperial House the same interest which Your Majesty takes in all that concerns the prosperity of the United States; and I beg Your Majesty to accept my sincere congratulations upon the occasion: and so I recommend Your Majesty and Your Majesty's Imperial Family to the protection of the Almighty. Your Good Friend, ABRAHAM LINCOLN

Washington, 26th. Septr., 1862.

By the President:

William H. Seward, Secretary of State.
