[1]   AD, IHi. The date on the memorandum is not in Lincoln's hand. Lieutenant Henry D. Wallen of the Fourth Infantry had been stationed on the West Coast and on detached service in Panama with 30,000 stand of arms for the Eastern armies. Promoted to major November 25, 1861, he was assigned to the Seventh Infantry and served 1862-1864 in New Mexico. See also Lincoln to Stanton, January 18, 1862, infra.
