[1] ALS, RPB. Inspector General William S. Ketchum, who had been sent to Illinois to expedite the forwarding of new troops, replied the same day, ``Six regiments under orders; nine armed, but want pay; ten mustered, but not filled or paid; eighteen organizing. Governor insists on ordering regiments off, but not ordered until paid, and delayed for want of money. Not been able to see Governor for several days, but have had eight regiments ordered within last three days. Arms for distribution 16,429, but no accouterments.'' (OR, III, II, 575).
