In reply to the House Resolution of July 31, 1861, requesting what ``legislation is necessary for the increase and extension of the trade and commerce of the United States with foreign countries,'' Seward reported that ``The Secretary of State. . . is not aware that any legislation of the character suggested could now be wisely adopted, beyond such as has been already recommended in the President's annual message. . . .''
