[1]   AES, NHi. Lincoln's endorsement is written on a telegram from Governor James F. Robinson, Louisville, September 15, 10 A.M., complaining of ``irregular & changing system of Military arrests'' and suggesting that ``it should all be

subordinate to the Executive of the State.'' A similar telegram from Joshua F. Speed was sent at the same time. On the same day Stanton ordered General Jeremiah T. Boyle to ``abstain from making any more arrests except upon the order of the Governor of Kentucky.'' (OR, I, XVI, II, 519).
