[1]   Forty-seventh Congress, First Session, House of Representatives Executive Document No. 46, p. 136. The provisional contract between Ambrose W. Thompson for the Chiriqui Improvement Company and Caleb B. Smith for the United States, September 12, 1862, provided for colonization of land owned by Thompson in Chiriqui, designated Senator Pomeroy as special agent of the president, and contracted for purchase of coal to be produced by the colony for the use of the Navy.
