Gen. Halleck is acting on the proposition that the Army under Pope is not to be sacraficed.

Annotation

[1]   AE, DLC-RTL. Lincoln's endorsement is written on a letter from E. Hinton, Washington, September 1, 1862, reporting a rumor that ``Halleck has sent down the whole army to Bull run. . . . it would be none the less a violation of all military principles to risk the battle.''
